What role does a steerer play.

I think he or she should be able to steer the dragon boat , to achieve optimum speed.

The steerer must also be aware of the boat's surroundings.
The cox (steerer) does not create optimum speed. The cox steers the boat as straight as possible during the race...swerving will produce a slower time.

As a side note, some of the veteran and crafty coxes will veer towards optimum water conditions...or they can ride the wash of another boat (which is illegal in competition).

The larger role in which the cox plays, is to rely information to the team. He/she will call different situations like a power series or a finish and the team will respond accordingly.
